ARRANGEMENT OF SECTIONS

PURPOSE

AN ACT to amend the Technical Universities Act, 2016 (Act 922) to convert Bolgatanga Polytechnic and Wa Polytechnic to Technical Universities and provide for related matters.

ACT

Section 1 — Section 2 of Act 922 amended

The Technical Universities Act, 2016 (Act 922) referred to in this Act as the "principal enactment" is amended by the substitution for section 2, of

2. "Requirements for the establishment of a Technical University
A Technical University that may be established after the coming into force of this Act that is not covered by this Act shall meet the requirements set out in the Second Schedule.".


Section 2 — Section 40 of Act amended

The principal enactment is amended by the substitution for section 40, of—

"40 Regulations
The Minister may, on the advice of the National Council for Tertiary Education given in consultation with the National Accreditation Board, by legislative instrument, make regulations—
(a) to amend the Second Schedule in respect of the requirements for the establishment of Technical Universities; and
(b) for the effective and efficient implementation of this Act.".


Section 3 — First Schedule to Act 922 amended

The principal enactment is amended by the substitution for the First Schedule, of—

"FIRST SCHEDULE
(SECTION 1)
TECHNICAL UNIVERSITIES:
1. Accra Polytechnic — Accra Technical University
2. Bolgatanga Polytechnic — Bolgatanga Technical University
3. Cape Coast Polytechnic — Cape Coast Technical University
4. Ho Polytechnic — Ho Technical University
5. Koforidua Polytechnic — Koforidua Technical University
6. Kumasi Polytechnic — Kumasi Technical University
7. Sunyani Polytechnic — Sunyani Technical University
8. Takoradi Polytechnic — Takoradi Technical University
9. Tamale Polytechnic — Tamale Technical University
10. Wa Polytechnic — Dr. Hilla Limann Technical University.".


Section 4 — Schedule to Act 922 amended

The principal enactment is amended by the substitution for the Second Schedule, of—

"SECOND SCHEDULE
(SECTION 2)
REQUIREMENTS FOR THE ESTABLISHMENT OF A TECHNICAL UNIVERSITY
1. Institutional requirements
A Technical University shall—
(a) satisfy the existing norms, guidelines and requirements of the National Council for Tertiary Education and the National Accreditation Board for accreditation as a Technical University; and
(b) offer a minimum of four Bachelor of Technology degree programmes in science and technology base disciplines
2. Academic staff requirements
A Technical University shall have—
(a) academic departments headed by at least a Senior Lecturer with a Doctor of Philosophy (PhD) and professional experience; and
(b) at least three full-time lecturers, with relevant research master's degree, at least one of whom shall have industry experience.
3. Collaboration with industry
A Technical University shall provide evidence of signed training and partnership agreements or memorandum of understanding with collaborating industry partners.".
